How the intelligence is built.
Every claim Thyreon Signal makes about EDF consortium patterns is traceable to a specific public source. Here is exactly how the data is sourced, structured, and updated.
Thyreon Signal is built on three public data sources. All are verifiable: any claim in the platform can be traced to the original public record by the buyer who wants to cross-check it. That traceability is not incidental - it is the foundation of the intelligence layer's credibility.
TED Procurement publishes contract award notices for EU-funded programmes, including EDF grants, via the Open Data API v3. Consortium participant data is mandatory for EDF grants under the EU Financial Regulation. Thyreon Signal ingests TED award notices daily via the official API, parses consortium participant lists, and resolves organisational entities to a normalised entity graph.
CORDIS provides structured project data for Horizon Europe and adjacent EU R&D programmes. For EDF grants with CORDIS project entries, CORDIS provides supplementary participant and budget detail that TED notices do not always include. CORDIS data is used to supplement and cross-validate TED Procurement records.
Full beneficiary and financial detail for EDF grants is published in the Official Journal of the European Union under Article 38 of the EU Financial Regulation. The Official Journal provides the authoritative award record; Thyreon Signal uses it as the primary validation layer for all consortium composition data.
These are public, verifiable sources. The buyer can cross-check any claim against the original source. This is intentional - the transparency of the source citation is itself a trust-building mechanism.
EDF award data published after 2023 is subject to a structural lag under Article 38 of the EU Financial Regulation. Full beneficiary and consortium composition detail for awards signed in Year N is published in the Official Journal by 30 June of Year N+1. This means that for the most recent 12–18 months of award activity, Thyreon Signal may hold partial consortium data pending the publication lag.
Thyreon Signal labels all records with their data completeness status. Records marked as 'pending full disclosure' are based on TED award notices and CORDIS entries and may lack complete consortium composition detail. Records marked as 'complete' have been cross-validated against Official Journal publications.
EDF award data from 2021 through 2023 is complete and fully cross-validated.
Proactive disclosure of this limitation is a deliberate decision. A buyer who finds it independently - by checking a recent 2024 award against the database and finding it incomplete - and was not warned will lose trust immediately. A buyer who reads it disclosed here understands that the team has done the data work carefully enough to know where the boundaries are.
NCIA C4ISR contracts are not currently included in Thyreon Signal's coverage scope. NCIA (NATO Communications and Information Agency) procurement data is governed by a different legal framework than EU public procurement data, and commercial reuse terms for NCIA contract award data have not been confirmed. We do not cover what we cannot confirm.
If you are primarily tracking NCIA C4ISR programmes, Thyreon Signal's current intelligence scope will not meet your requirements. We recommend requesting a methodology review before committing to a pilot - the 30-minute call is specifically designed to answer the question of whether the current coverage scope fits your BD calendar.
Thyreon Signal currently covers EDF grants published on TED Procurement and the Official Journal of the European Union, across the following EDF domains: Cyber, Space, CBRN, Ground systems, Naval systems, Air systems, Energy, and Future & emerging technologies.
EDF award notices frequently list the same organisation under different legal names, national registry variants, or acronyms across different calls and member states. Thyreon Signal applies a deterministic entity resolution process to normalise participating organisations to a single canonical record.
Resolution approach: Rule-based matching on legal name variants, registered address, VAT number (where available in TED notices), and domain of the registered email domain. The top 200 organisations by EDF award frequency are manually reviewed and curated to ensure resolution accuracy for the most commercially relevant entities.
Coverage: Entity resolution currently covers organisations appearing in 3 or more EDF awards. Organisations with fewer than 3 award appearances are listed under the name as published in the award notice.
"The top 200 organisations by EDF award frequency are manually reviewed" is a specific claim that signals operational rigour. It is not a vague algorithmic assertion. The manual review step exists because the 200 most frequently appearing EDF participants are also the 200 most commercially relevant entities for BD intelligence - and resolution accuracy for those entities is where the platform earns its data credibility.
TED Procurement is checked daily. New EDF award notices are ingested and processed within 24 hours of publication. CORDIS data is synced weekly. Official Journal publications are checked monthly and used to update and validate existing records.
